Planning staff summarized that the request covers a 2.66-acre site and recommended approval consistent with the Comprehensive Plan and Future Land Use Map; the Planning Commission recommended approval unanimously. The conditions offered by the applicant prohibit several uses otherwise allowed in R-10, limit the project to no more than 18 dwelling units, and prohibit the apartment building type. The applicant also limited townhouse building massing by capping individual townhouse building types at no more than six units.
To address adjacency concerns with existing homes on Ghost Pony Trail the applicant offered minimum side‑yard and rear‑yard setbacks (10 feet side yard; 40 feet rear yard adjacent to the two parcels on Ghost Pony Trail), a minimum 6‑foot wall plus understory plantings, and a commitment that the project would not prohibit future extension of Ghost Pony Trail. The applicant also offered to provide a traffic calming speed hump if it takes access from Ghost Pony Trail; the final location would be determined at site plan review and subject to city staff approval. The proposal limited maximum building height to 40 feet and required at least two specified facade materials on front elevations.
Planning and transportation staff answered council questions about traffic connectivity and stormwater. Stormwater staff said the site would be required by code to detain the 2‑ and 10‑year storms to predevelopment levels and meet water-quality treatment requirements.
