Spokane County commissioners approve consent items and three road establishments; public hearing item 7d continued to Nov. 4

The board then held and closed public hearings to consider establishing portions of county roads for maintenance under the County Engineer’s road files. For item 7a the board approved establishment of County Roads 30 First Avenue and Warren Road in the final plat of Adams (County Engineer road file number 2100). The motion passed by unanimous voice vote.
For item 7b the board approved establishment of Thirtieth Avenue in short plat SP-17O7-22 (County Engineer road file number 1175). County road staff explained the roadway serves up to nine lots via an urban short‑plat process and that sewer and water extensions drove feasibility for development on that West Plains site. The engineer said the road is a temporary cul‑de‑sac and “it was built by the developer as part of an anticipated future development.” The board approved the establishment by unanimous voice vote.
Item 7c combined two plats (Twisted Willow Second Edition and Trickle Creek Fifth Edition; County Engineer road file numbers 1209 and 2669) and established Glendora Drive, Summercrest Court, 40 First Avenue, Emily Lynn Court and related streets for maintenance. One resident, Robert Reid, asked whether the 36‑foot right‑of‑way shown includes the cul‑de‑sac’s end and whether the board’s establishment would change lot lines. County staff replied the right‑of‑way and easements were dedicated at the time of final platting and that the process of construction completion and punch‑list certification determines when the county takes roads for maintenance. The board approved item 7c by unanimous voice vote.
Commissioner Kearns moved to take item 7d out of order and to continue public hearing item 7d — including the decision and public hearing — to Nov. 4, 2025, at 2 p.m.; the board approved that continuance unanimously.
Near the end of the meeting Commissioners announced a closed session on labor negotiations, scheduled immediately after adjournment. The transcript records no public action resulting from that closed session at the Oct. 21 meeting.
Each of the road‑establishment motions was recorded in the transcript as passing unanimously; the record does not show roll‑call vote sheets with individual yes/no tallies, but the board recorded unanimous voice approval on each item with five commissioners present.
