Stormwater staff reported that the underground detention at the Walmart property near County Line and Emerson is substantially silted; a senior manager for Walmart’s stormwater compliance, Blake Galastno of Bentonville, Arkansas, told staff the company had been quoted more than a quarter of a million dollars to fully clean the underground chambers. Galastno asked whether Walmart could perform half the work this year and complete the remainder in March 2026. Staff recommended a split payment and a deadline for the second phase; the board approved the concept and set October 2025 for the initial work and May 1, 2026, as the deadline for completion of the remaining work.
Board members discussed jurisdictional responsibility: staff noted that retention and related warranty responsibilities often fall under the Board of Works, though the matter also affects water quality. The board said it would support the proposed schedule with the expectation of a tighter timeframe for the second phase and documentation of the work.
The motion approved authorizes the superintendent’s proposed concept: Walmart to perform 50 percent of the cleaning in October 2025 and the remaining 50 percent by May 1, 2026. The board recorded the motion as approved by voice vote during the meeting.
Staff asked that Walmart provide detailed scheduling and documentation; board members signaled they would prefer a narrower target for the second phase and that staff confirm the warranty and retention responsibilities with the Board of Works if required.
