Staff described the project as two paired efforts: repaving and regrading the eastern half of the lot to replace traffic bond with six-inch concrete slabs for better drainage and snowplow operation, and converting the western half into an outdoor dining space composed of tamped traffic bond, cedar posts, decorative planter boxes and screening for dumpsters. The plan calls for rotated parking stalls (three stalls) near the driveway apron and a screened cedar trash enclosure near the back fence line. Staff said the proposed outdoor dining hours will end by 9 p.m. to limit noise impacts on adjacent residential properties.
The commission discussed the proposed timeline. Staff and applicant intend most construction to occur by November, with the fencing and planter box elements to be installed in 2026 as funding permits; commissioners agreed to a condition making the fence and planters a required element within the project completion window. The commission asked for and received a lighting plan as a condition of approval.
Motion and outcome: A motion to approve the site landscaping and architectural changes with conditions (submission of a lighting plan and installation timeline for fencing/planters) was moved, seconded and passed.
What’s next: Applicant must submit a lighting plan and the approved materials, and the city will verify the required fencing/planter installation within the approved completion period (project must begin within one year and be complete within two years of approval).
