Board reviews procurement items: CMAR chosen for South Paulding HS; architect contract and contract renewals presented

What staff reported
- Construction manager at risk (CMAR) for South Paulding High School renovation: The solicitation for a CMAR was issued June 11, 2025, with responses due July 11. Three responses were received; an evaluation committee recommended RK Redding Construction for the award. Staff noted the Guaranteed Maximum Price (GMP) will be presented separately for board approval when available.
- Pressure-washing services contract renewal: The district originally awarded the contract to Midlands Pressure Wash Services for a one-year term beginning in September 2022 with up to three one-year renewal options. Staff presented the third renewal option, citing proven performance and price.
- Architectural AIA contract for Elementary School No. 21: Staff presented an AIA contract with Robertson Loya Roof for architectural design services for Elementary School No. 21. The architect fee is 5% of the cost of work; staff stated the current cost-of-work estimate is $29,600,000. Board members asked whether a 5% fee is appropriate for a prototype design; facilities staff and the district’s facilities representative explained site-specific design, code updates and multi-discipline coordination justify architectural services and that 5% is a light fee for complete design and construction-phase oversight.
Why it matters: Selecting a CMAR and an architect begins the design and procurement phases for major construction and renovation projects. The architect’s fee and the eventual GMP will affect project budgets; the board asked clarifying questions about scope and cost.
Discussion and questions from board members
Board members sought clarity on whether reusing an existing floor plan for Elementary School No. 21 would reduce design costs. Facilities staff explained site work, code updates and coordination across structural, mechanical, electrical and plumbing disciplines require full architectural services; staff characterized 5% as a modest fee. A board member asked staff to follow up in writing on contract scope and any assumptions used in the cost-of-work estimate.
Next steps
Staff said the three procurement items will be placed on the consent agenda for the Aug. 19 meeting for board approval. When the CMAR provides a GMP, that figure will return to the board for separate approval.
