Staff said an earlier alignment required roughly 14,000 square feet of CRA property for the S‑Line extension; an updated alignment that crosses Highland Drive reduces the land requirement to about 6,000 square feet. After right‑of‑way adjustments and utility rerouting, CRA staff plan to release a competitive RFP for redevelopment of the site, seeking mixed‑use development with ground‑floor commercial along Highland Drive and affordable housing on the remainder of the site.
Staff described the properties as Tier‑1 under CRA disposition policy (adjacent to former city‑owned fire station property), totaling about 1.77 acres after adjustments. The tax‑increment collection for the Sugar House project area concluded in 2014, and the sites are largely vacant except for a maintenance shed used by Public Services. The CRA said it will coordinate closely with Utah Transit Authority on the S‑Line construction and expects to issue an RFP in 2026 with the aim of breaking ground in 2027, subject to design and UTA timelines.
