CDA briefed on proposed borings in CDA-owned lot for West Washington roadway project

City staff briefed the Community Development Authority on a request for borings and testing in a CDA-owned public parking lot along West Washington Street to support a planned roadway extension. Staff said the lot contains about 88 parking stalls and is used by nearby properties under an agreement that includes maintenance responsibilities.
The state agency pursuing the roadway project requested geotechnical testing on the CDA parcel to evaluate subsurface conditions. Staff said they had no objection to the testing but wanted the CDA informed if testing revealed contamination or other exposures.
“There's a parcel land that the CDA owns. That's this area here that will be 88 stalls will be taken up for the new roadway going through. This parking lot is shared. It's a public parking lot,” staff said. The staff update noted the project schedule has slipped — construction had been expected earlier — and the current timeline pushed construction out to 2029, staff said, with the schedule “keep slipping further back.”
Staff said there is a related closed-session nuance to be discussed and that the CDA would be updated as testing and negotiations continue.
Ending: Staff will permit the testing to proceed, monitor results for any contamination issues and bring any substantive findings back to the CDA; construction timing remains tentative.
