Commission recommends rezoning in Sunsites from SR‑22 to RU‑2

The Cochise County Planning and Zoning Commission voted unanimously Oct. 8 to recommend approval of docket RZ25‑14, a zoning map amendment that would reclassify a roughly 3‑acre parcel in Sunsites No. 7 from SR‑22 to RU‑2.
Commissioners moved and seconded the recommendation to the Board of Supervisors without special conditions; staff presented the property as undeveloped, designated rural by the comprehensive plan and located approximately one mile west of Highway 191. The applicants, David and Diane Ruozzi, told the commission by phone that they sought the down‑zoning to allow residential uses and accessory structures such as a workshop or shed.
Staff said the request complies with the applicable factors in Section 2.63 of the zoning regulations except that the applicant did not provide a concept plan. Staff noted that Sun Sites subdivisions are a legacy type of small parcels, often unbuilt, and that rezones to rural (RU) have occurred multiple times since 2002. No opposition was received during staff’s notice period.
The commission found the requested RU‑2 district compatible with the surrounding undeveloped rural residential character and voted to forward the recommendation to the Board of Supervisors. The item will be scheduled for the Board hearing; property owners with objections were advised to attend that hearing.
