District staff say substitute ARPA agreement nearly final; state edits remain

Mister McCain, a district staff member, said the agreement was updated after the state indicated ARPA language needed to be added. He said, “Michael Bauer from the city attorney wrote it, making sure that all the ARPA language is now in it that will cover the board of ed and cover the city.”
Attorney Lehi Anas, who spoke for the district’s counsel, said the version before the committee was nearly final: “I would say that the agreement before you is about 98% ready for prime time. So, it won’t change in substance, but some of the fine print... may continue to be adjusted over the next week or so.”
Committee members asked whether the final document would be available before the full‑board meeting and whether changes could affect whether the contract required aldermanic approval. McCain and counsel said they were reviewing whether the revised contract’s duration would push it past a 12‑month threshold, which could require Board of Alders review and add weeks to the approval timeline.
Why it matters: Contracts that use ARPA funds must contain terms required by state and federal guidance for ARPA expenditures. Counsel’s comments indicate the district is incorporating state feedback and monitoring whether the contract length will trigger additional municipal approvals. No final execution or full‑board approval occurred at the committee meeting.
