DuPage County closes record for Lloyd Avenue 7‑Eleven video‑gaming petition; hearing set for Dec. 4

The DuPage County Zoning Board closed the public record on a petition by 7‑Eleven to allow a video‑gaming terminal establishment at 34077 Lloyd Avenue and scheduled the matter for a Dec. 4 recommendation meeting.

Attorney Jonathan Lipner said the Lloyd Avenue store has operated video gaming since Feb. 12, 2022, holds Illinois Gaming Board establishment licenses and has maintained the county liquor licensing history that the applicant says it relied on when operating. Lipner described the gaming area as interior and secured; store representatives said entry requires valid photo identification checked by staff and that the gaming terminals are separated behind a locked barrier.

The county published the Lloyd Avenue matter in the local paper and staff reported objections from the villages of Downers Grove and Lombard (the transcript identified filings from both municipalities). Lipner offered documentary exhibits showing liquor licenses and gaming licenses; the board accepted exhibits for the record and indicated the hearing record for this case was closed at the conclusion of testimony.

During testimony, Lipner and store owner Chuck Talib described compliance measures, including clerk training and limits on alcohol service; Talib said employees monitor customers and refuse service to anyone appearing intoxicated. Lipner estimated fewer than 50 daily video‑gaming players at the site and said most customers are convenience shoppers.

The zoning board closed the record on the Lloyd Avenue case and scheduled it for its Dec. 4 recommendation meeting at 5:30 p.m.; no final zoning decision was made at the hearing.
