The Laguna Woods City Council on Oct. 15 introduced and gave first reading to three ordinances to adopt the 2025 California Building Standards Code (Title 24) and local fire‑code amendments recommended by the Orange County Fire Authority (OCFA). The ordinances would adopt the statewide 2025 codes by reference and incorporate limited local amendments to the California Fire Code and the new Wildland‑Urban Interface Code recommended by OCFA.
City staff explained that state law requires local agencies to adopt the state building standards by reference and that local amendments are narrowly limited to findings about local climatic, topographic or geological conditions. Staff noted that from June 1, 2025 through 2031 state law constrains the authority of cities and counties to modify certain residential provisions of the code, and the city’s proposals comply with that limitation. The city’s recommended local amendments are largely carry‑forwards from the 2022 cycle at OCFA’s request and are confined to fire‑related sections.
Staff recommended opening the public hearing, receiving testimony and not closing the hearing; instead, the council was asked to approve introduction and first reading (with further reading waived) of the three ordinances and continue the public hearing to the Nov. 19 meeting for second reading and final adoption. During public comment residents requested an accessible summary of what changed in the 2025 code; staff and the building official said the state publishes thousands of changes across multiple code volumes and there is no concise statewide bullet‑point summary, and that for common renovation projects typical in Laguna Woods (patio enclosures, kitchen/bath remodels, skylights) residents should not expect major differences in most cases.
Council approved the introduction and first reading of the three ordinances by unanimous vote and continued the public hearing to Nov. 19. Staff noted that the 2025 codes will take effect statewide on Jan. 1, 2026 regardless of local action and that the city’s action is required to adopt by reference and to apply limited local amendments recommended by OCFA.
