Council hears broad public-works and CIP update: sidewalks, trails, pond power and water projects

City staff reviewed multiple capital projects including community-center site work and crosswalks, street-rehabilitation stages, utility projects along FM 78, pond solar benches and the Town Creek Trail railroad crossing delay.
City staff provided a comprehensive capital-improvements program update that covered sidewalk links at the new community center, progress on several street-rehabilitation packages, drainage and sewer rehabilitation projects and the status of other active public-works projects.
City Manager David Reed and Public Works Director Julio Gomez told council the public-works crew is restoring decomposed-granite walkways at the Ron PD Memorial Community Garden and coordinating planter-bed restoration with local master gardeners. Reed reported that interior community-center renovations are complete and that staff will issue a certificate of occupancy if final inspection criteria are met.
On streets, Reed said Street Rehab Package No. 1 began May 13; paving is complete in Deer Creek and striping is scheduled the week of Oct. 6. Green Valley Road work is substantially complete pending shoulder restoration and hydromulch; Silver Wing (Package No. 2) will follow a more in-depth mill-and-overlay approach, and Town Creek Road construction was scheduled to begin Sept. 29. Firebird Run (the final road in the current six-road program) is scheduled to start Jan. 5 to avoid holiday conflicts.
Reed reported the GVC power-up grant project has installed power to a pond area and that solar benches are on back order, expected around Sept. 30. Deer Creek drainage-demolition work is complete and, per staff, the contractor agreed to address a failure at no additional city cost; demo/concrete work was scheduled for the week of Sept. 29.
Staff also updated the council on water and sewer work along FM 78: the FM 78 water main extension was about 25% complete and pre-construction for an FM 78 sewer rehabilitation project was scheduled for Sept. 30. Veterans/Nimitz Park renovation planning is underway, and the engineering firm Kimley Horn will present at Parks & Recreation Commission meetings and later to council.
Staff highlighted that the Town Creek Trail project remains on hold pending UPRR (Union Pacific Railroad) coordination for a railroad crossing; Reed said the city is pursuing assistance and council members volunteered to help facilitate discussions with the railroad.
Council asked staff to continue to provide timelines and to return with additional details, including hydromulch and shoulder-restoration schedules and confirmation of solar-bench delivery dates.
