The Cibolo City Council on a unanimous vote approved operational and rental policies for the new Cibolo Community Center and a corresponding public meeting-room policy.
City staff said the interior construction is complete, a certificate of occupancy inspection was scheduled, and the senior program will begin moving into the facility on Friday, Sept. 29. David Howard, interim community services director, told council staff planned a soft opening tied to a Veterans Quilt of Valor recognition on Oct. 27 and suggested opening rental reservations to the broader community beginning Jan. 1 so seniors—identified as primary users—could settle in first.
Council discussed fee structure and asked staff to consider a reduced rate for local nonprofits, youth groups and community organizations. Councilwoman Katie Cunningham asked the city to consider a lower fee for nonprofits and small local groups; Howard said staff would evaluate fee adjustments and return with possible amendments. Howard also said the facility design includes locked storage for senior supplies and two refrigerators—one reserved for senior program use—to reduce conflict over shared equipment.
Council approved the rental agreement and fees and the meeting-room policy by motion; members also agreed staff may return with proposed amendments (for example, nonprofit rates) if council chooses to refine the fees later.
Key operational and scheduling details cited in the meeting - Cibolo Community Center interior renovations completed; certificate of occupancy inspection scheduled with the building official. - Senior program move-in: Friday, Sept. 29; soft opening proposed Oct. 27 tied to the Quilt of Valor recognition ceremony. - Staff recommended delaying open community rentals until Jan. 1 so seniors can be established in the space. - Council asked staff to consider and return with nonprofit fee options, furniture inclusion, and clarifications regarding cleanup and ceiling/hanging items.
Council voted 7-0 to approve the rental agreement and associated fees; they also approved the meeting-room policy 7-0 and agreed staff may return with amendments if needed.
