Resident: Deer Creek road project delayed, unsafe; city says paving finished, striping scheduled

A Deer Creek Boulevard resident told the Cibolo City Council that repeated delays and what she described as poor-quality work on a street-rehabilitation project had created safety hazards, including a recent pedestrian crash and close calls for drivers.

Pamela Harrison, a Deer Creek Boulevard resident, told council that the contractor had worked sporadically after work began in May, that expectations about completion dates shifted several times and that an on-site heavy truck drove “the wrong way” during construction, which she described as a near-collision. "Nobody worked on those roads, as you know, from May to June and part of July," Harrison said, and later: "This is totally unacceptable." (Speaker listed as Pamela Harrison.)

Public works staff responded in the meeting. City Manager David Reed and Public Works Director Julio Gomez told council that the street-rehab package covering Deer Creek began May 13, the pavement work is complete from Cibolo Valley Drive into the Deer Creek neighborhood, and that striping is scheduled for the week of Oct. 6. Reed said curb-to-curb work is done other than striping and that some cleanup by curbs is underway. Reed also said the contractor was informed the city held them responsible for a drainage failure and had performed demo work at no additional cost to the city.

City Engineer Chris Otto confirmed staff conducted punch walks and, as to other neighborhoods, said the city continues to inspect and require acceptable infrastructure before final acceptance. Reed told council that while residents may have been told differing dates in earlier communications, the contract’s completion date on file with public works listed Oct. 27 as the established completion date.

The council did not take immediate formal action on the residents’ concerns in the meeting but asked staff to document the contractor’s schedule and return with follow-up information. Several councilmembers requested staff provide clearer timelines and that developers and contractors be asked to meet with HOAs and residents where possible.
