Assistant City Administrator (Adams) introduced the ordinance as a technical step to create legal authority for the commission and said the draft draws on Tumwater Municipal Code, Washington State RCW guidance and municipal best practices. Adams said the ordinance is intended to create an advisory body that can "identify and promote activities to enhance participation, to address existing gaps and barriers, and to provide recommendations to city council."
