Cibolo public works update: community center, parks, street rehab, drainage and utilities timelines

City public works staff updated the council on multiple ongoing projects affecting parks, streets, drainage and utilities.
Cibolo Community Center: Staff said epoxy flooring work will be completed the coming Monday and a walkthrough is scheduled for Sept. 19. Heavy appliances will be delivered over the following weeks; staff said the senior program would begin a gradual move and target full-time operation on Sept. 29, followed by a soft opening in October to allow the seniors to settle in before a public celebration. Staff said the move will include coordination with senior program leaders and recognition for the Grange Hall for hosting the program during the transition.
Parks and Veterans Nimitz Park: Staff said the Parks and Recreation Commission will hold a town hall during its meeting Oct. 1 to collect public input on two parks under renovation. Consultant Kimberly Horne is expected to return with renderings and an opinion of probable cost for council direction. Staff said the council selected two parks to receive an initial investment of up to $1,500,000.
Street rehabilitation and sidewalks: Staff described six street-rehab projects. Deer Creek Boulevard (Cordero to Falling Sun) is in flat work and curb/ADA ramp construction with road paving to follow; the advertised project completion date is Oct. 27 and staff reported 24 identified weather-delay days since the May 13 start. Green Valley Road (Dean Road to Westmount) was striped and marked substantially complete. A separate Green Valley Road segment (from Cibolo Valley Drive toward Green Valley Loop at the Schertz city limits) is slated to begin excavation and a mill-and-overlay, with expected completion Sept. 19; work hours near Green Valley Elementary School will be 9 a.m.–2 p.m. to reduce school traffic impacts. Silver Wing, Town Creek Road and Firebird Run were described with staging, saw cutting and scheduling; Firebird Run is estimated to start in November.
Drainage and utilities: Deer Creek drainage crews will begin removing damaged riprap Sept. 15. The FM 78 water main extension is about 25% complete; staff said minor conflicts remain while confirming abandoned utilities through CCMA. Town Creek Trail design is awaiting response to Union Pacific Railroad comments about going under the railroad.
Solid waste transition: Staff reported fewer resident service complaints in recent weeks and said Waste Connections will attend the next council meeting; staff indicated that will likely be their last required attendance unless issues continue.
Resident question on Town Creek Road: A resident asked which side of Town Creek Road would be worked on first and requested stronger enforcement of “no through traffic.” Public works director Julio Gomez said crews plan to tie the sidewalk into existing segments at Bentwood Ranch and would close the intersection at Bentwood Ranch to through traffic; staff will place barricades and signs to indicate that only residents should enter impacted streets during construction. Gomez said crews intend to begin sidewalk work from Bentwood Ranch toward Green Valley and will include required ADA landings and connectivity to the trail.
