Brooke Dupree, Legislative Services Office analyst, explained a technical correction required for the Idaho Transportation Department (ITD) maintenance budget. The original maintenance budget incorrectly listed amounts in the State Highway Fund instead of the State Highway Dedicated Fund. The correction is a net‑zero adjustment moving appropriation authority into the correct dedicated fund so the department can expend the monies.
Representative Handy moved two precise corrective motions on behalf of the committee. The first moved $2,400 from the State Highway Fund to the State Highway Dedicated Fund for the Division of Motor Vehicles. The second corrected a $92,000 line in the Highway Operations Division, moving $92,000 from the State Highway Fund to the State Highway Dedicated Fund. Both motions passed unanimously in the committee panels and will carry due‑pass recommendations.
Analysts noted the correction does not change overall funding levels for ITD; it only ensures appropriation authority resides in the fund from which the department must legally expend.
