Hall of Justice HVAC project on schedule; county plans staged moves and extra cleaning

Cowlitz County staff reported the Hall of Justice HVAC renovation is progressing on schedule and described plans for moving court staff back into renovated space and for additional cleaning after weekend construction crews.
Savannah Clement, public services, said work has proceeded despite several significant jury trials that briefly constrained scheduling. “We are still on track, as far as construction goes,” she said, and noted a project manager from Millig is on-site this week to check progress.
Contractors will start work in the 911 area, replacing ceiling tiles and lighting, before moving to second‑ and first‑floor spaces. Clement invited commissioners to a walkthrough of the completed basement area, calling it a preview of what the rest of the building will look like.
County staff said some weekend construction left dust in occupied areas on Monday mornings, and that the contractor Milig has been asked to provide additional cleaning. Clement said Milig has arranged for Servpro to perform Sunday cleanings in affected zones to prevent recurring complaints; staff reported improvements after the most recent weekend.
Staff also warned that moving people back into their previous offices will create a second phase of logistical challenges, including coordinating IT, furniture moves and temporary “hotel” (temporary) spaces for displaced workers. The board did not take formal action; staff will continue coordination with the court and the contractor to complete returns to permanent space.
