The 18th Mayor's Council of Guam mayoral and vice mayoral inauguration ceremony concluded with newly elected mayors and vice mayors taking the oath of office, organizers said.
Joy Jean Arceo, executive director of the Mayor's Council of Guam, told attendees the ceremony marked “a new chapter in leadership, a new chapter in public service” and urged the officials to serve with compassion and a focus on improving their villages.
The event, which opened with musical performances including a rendition of the national anthem by Jesse Baez and Ruby Santos, was emceed by Peter Constantino. Dignitaries who attended or were acknowledged during the program included Governor Lou Leon Guerrero, First Gentleman Jeff Cook, Lieutenant Governor Joshua Tenorio, Attorney General Douglas Moylan, Chief Justice Robert J. Torres Jr., and multiple members of the Legislature of Guam.
Chief Justice Robert J. Torres Jr. administered the oath. He asked the mayor- and vice mayor-elects to raise their right hands and repeat the oath, beginning, “I do solemnly swear in the presence of Almighty God that I will well and faithfully support the Constitution of the United States…” The transcript indicates the administration of the oath and the subsequent presentation of election certificates and a special dedication by Ifamala'an Guma, Rasån Atsålåti to the newly sworn officials.
Arceo told the assembled officials that the Mayor's Council exists to encourage collaboration among villages so “no village stands alone or is left behind,” and said the council will be a partner in delivering results at the village level. The remarks emphasized civic responsibility and service to residents.
Organizers asked that newly elected mayors and vice mayors proceed to assigned seats and escorts during the program and noted a reception and photo opportunities following the formal ceremony.
The ceremony text and recordings show musical tributes, introductory remarks from the Mayor's Council leadership, the oath administration, the presentation of election certificates, and closing remarks inviting attendees to fellowship refreshments.
