The Keller City Council on Tuesday approved a six‑item consent agenda and granted three special‑use permits after public hearings.
On the consent agenda the council approved minutes and awarded contracts and resolutions including: denial of an electric rate change application by Encore Electric Delivery Company LLC with reimbursement of city rate-case expenses; HVAC software maintenance contracts; a construction change order for the Mount Gilead and Roanoke Road hike‑and‑bike trail connection; and the award of a water‑system capital improvement contract (phase 3). The council also approved an interlocal agreement with Tarrant County to rehabilitate multiple roadways; council thanked the county for partnering on road repairs. A motion to approve consent items F.1–F.6 passed unanimously.
Public hearings and council action on special‑use permit requests:
- 1611 Knox Road (H‑1): The council approved an SUP to allow the applicant to remain in an existing 1,565‑square‑foot home during construction of a proposed new 7,231‑square‑foot residence. The permit includes a condition that the existing home be demolished within six months of the final building inspection for the new home; the applicant told council he had asked separately about a sidewalk exception and was advised to pursue that through staff. Planning staff noted the Planning & Zoning Commission recommended approval 7–0. The council approved the item as presented.
- 704 Dana Drive (H‑2): The council approved an SUP to allow construction of a proposed 1,245‑square‑foot detached garage (exceeding the 1,200‑square‑foot threshold in SF‑36 zoning) and an SUP for a structure average height exceeding 15 feet (proposed average height 23'4"). Planning staff reported one letter of public support and the Planning & Zoning Commission recommended approval 7–0. The council approved the SUP.
- 301 North Main Street (H‑3): The council approved an SUP allowing seasonal sales (a snow‑cone stand, Main Street Snowballs) on approximately 0.66 acres; the applicant requested a five‑year SUP and the Planning & Zoning Commission recommended approval 6–1. The council approved the SUP 6–0.
Motions and votes: council members moved and seconded the consent items and SUP approvals in the meeting; the record shows unanimous approval for the consent agenda and final Council votes approving the three SUP items. Staff and applicants were present for public hearings and answered council questions; no appeals or referenda were announced.
Documents and code cited during the public hearings included the city’s Unified Development Code (UDC) Section 8.02(f)(2)(a) as the SUP review standard. Planning staff and the applicants remain available to provide follow‑up documentation requested by council.
