Troy committee recommends 2026 funding agreement with Miami County Public Health District

Chair William “Bill” Twist said the district provides Troy—s public-health services and that the district calculated the city—s annual amount should increase by about 1.9 percent over the 2025 allocation. He said the city—s share is calculated using a mix of 0.4 outside mills and 0.2 inside mills and that the city does not have a dedicated public-health levy, instead paying from its general fund.
The recommendation is for council action only; the committee did not take an emergency vote. Twist said, “we continue to receive, you know, I would say excellent services. No reason to change that relationship.” Council member Seivert said he had no concerns and supported moving the recommendation forward.
Committee members did not record a roll-call vote in the transcript; committee members verbally agreed to forward a positive recommendation to council. The committee noted the increase is modest and tied to the countywide calculation used by all jurisdictions that participate in the district.
During public comment there were no objections recorded on the funding item.
Next steps: the recommendation will be considered by Troy City Council, which must formally approve any contract or budget appropriation for 2026.
