Red Bank awards $125,000 contract to TSW Design to update land-use regulations

The Red Bank Board of Commissioners authorized the city to award a professional-services contract to TSW Design for $125,000 with a 10 percent contingency to update Red Bank’s land-use regulations and move toward a unified development code. Director Slay said TSW assisted the city with the comprehensive plan and was the sole proposer after the RFP was reposted; staff said the work had been budgeted.
Slay described the project as the next step after the comprehensive plan: compile policy documents, evaluate existing code, engage internal and external stakeholders and produce a user-friendly unified development code. He said staff will form a design-review team and kick off the consultant contract early next year.
Vice Mayor Holly Berry moved the resolution to award the contract; Commissioner Hayes Wilkinson seconded. The commission voted unanimously to approve the contract and the accompanying 10 percent contingency.
Slay told the commission the RFP had been released twice; the first posting produced inquiries and no submittals, and the second posting produced TSW’s proposal. Commissioners praised TSW’s prior public-engagement work during the comprehensive-plan process.
