Police Chief Green told the council Oct. 16 that the Brookshire Police Department’s policy manual had not been updated since 2019 and that mandatory changes from the Texas Commission on Law Enforcement (TCOLE) and state law require updates.
Chief Green said she had obtained a quote from Lexipol, a company that drafts law‑enforcement policy manuals and provides an online training and acknowledgement system; the quote in the council packet was $22,000 annually and includes an online platform officers would use to sign that they had read and understood updated policies.
Chief Green told council she wanted to prioritize updates to use‑of‑force and duty‑to‑intervene policies. Staff recommended soliciting a total of three quotes to comply with procurement rules and to compare offerings. Council voted to authorize staff to solicit two additional quotes and to return with recommended bidders.
The motion passed by voice vote. Staff will return with comparative quotes and a recommended contract for council consideration.
