Aurora advances renewals of law‑enforcement cooperative agreements, including NIBIN and SRO MOU

Aurora City Council on Oct. 6 advanced several interagency agreements that staff said are necessary to maintain investigative capacity and school safety partnerships.
Manny McDonald of the city attorney's office said the adult protective services cooperative agreement is a statutory requirement under Colorado law that requires law‑enforcement agencies to enter and implement cooperative agreements to coordinate investigative duties for these types of investigations. Deputy chief Mark Hildebrand introduced the item and McDonald summarized the statutory basis. Council had no objections and the item will move forward to the regular session for formal adoption.
Lieutenant Tisdale described a five‑year renewal of a memorandum of understanding to continue using the NIBIN system’s NES component to forensically link firearms and cartridge casings across jurisdictions. Tisdale said the renewal and an attached addendum would reduce manual data entry, improve efficiency and allow sharing with other law‑enforcement agencies statewide and nationally. Council had no objections and the MOU will move forward.
Tisdale also presented a separate MOU with the Bureau of Alcohol, Tobacco, Firearms and Explosives that allows reimbursement for overtime and equipment training expenses for task force officers working with ATF partners. Council had no objection and the item will move forward.
Commander Mike Canfin presented a renewal of the school‑resource officer MOU with Aurora Public Schools. Canfin said Hinkley High School was added back to the agreement after it had been omitted in error and that section 5(r) was expanded to note automated license‑plate readers installed at the city’s 10 high schools. Council had no objection and the SRO MOU will move forward to the regular session.
Each item was presented as recommended renewals or statutory compliance measures; no final contract awards or ordinance adoptions occurred at the study session.
