Board hears policy updates: directory-information housekeeping and student device policy moving toward implementation

Central SD 13J staff presented two policy items Wednesday: a housekeeping update for policy JOA (directory information) and a second-reading review of JFCEB, the student personal-electronic-devices policy.
Superintendent Jennifer Kubica said the JOA revisions remove language no longer needed after updates from the Oregon School Boards Association. She described the changes as routine housekeeping and said no board action was required at first reading.
On JFCEB, Kubica said the district has collected feedback from administrators, students, the superintendent policy committee and union leadership. She told the board the district has received 228 comments on a Google Form and is analyzing that input before final adoption. "We do need to adopt the policy no later than October 30, and our implementation plan is no later than January 1," Kubica said.
Kubica described implementation as fluid and said staff may return with adjustments after initial adoption. She said the middle and high schools already operate versions of the device approach and that district student leaders have helped shape definitions and roll-out ideas.
Board member Anna was asked about observations; Anna said classroom teams are generally not confiscating phones and that, if phones are taken due to classroom problems, teams are handling that locally. "Students have kept their electronics away. So it's been really well," Anna said.
The board did not take a final adoption vote at the meeting; staff said they will continue to review community feedback and return to the board at upcoming meetings, with final action planned before the Oct. 30 adoption deadline and implementation on Jan. 1 if adopted.
