Council considers several contracts including Progress Rail crossing repairs and $394,399.50 road project; insurance renewals flagged as urgent

At the work session the council reviewed multiple contracts introduced for consideration, including a letter-of-agreement with Progress Rail Services for railroad crossing repairs, a $394,399.50 grading and construction contract with Dubose Construction Company for the Millard Fuller Drive extension, and contracts with Flock Groove Incorporated, McConnell Jones, and Crook Pest Control.

Staff emphasized that a group of insurance contracts — including agreements with Express Scripts, Gallagher/Assured Partners and Blue Cross Blue Shield of Alabama — require timely action to avoid lapses. One staff member warned that those renewals must proceed, noting Blue Cross Blue Shield renewals start Oct. 1 and the city needs liability and property coverage to continue.

Council members also discussed a Progress Rail pilot to repair two crossings now with plans to add up to seven. A city official described the crossings as privately owned by Kershaw but operated by Progressive Railroad; the work is presented as a partnership to address recurring claims from residents whose tires were damaged. The planned repairs were characterized as a pilot; if successful, similar work would be proposed for five additional crossings in other districts.

A councilmember described a separate road project at New Hope Village (Miller to Fuller) long delayed and said the Millard Fuller Drive extension contract is tied to other projects (including Fairview) and would include sidewalk work to serve the neighborhood. A motion was made during the session to accept the introduced contracts for consideration, but no roll-call vote was recorded in the work session minutes.

Councilmembers asked for more time to review last-minute contract addenda that were placed before the council the same day.
