Council affirms intent to partner with county, Jackson Healthcare on hospital continuity; funding split disputed

The Montgomery City Council reviewed a resolution affirming the city’s intent to enter an agreement with Jackson Healthcare (Jackson Investment Group) to support continuity and viability of local health-care services.

A councilmember asked about a paragraph in the resolution stating the city would provide 60% of agreed funding while Montgomery County would provide 40%. The question prompted discussion because some council members had understood the split to be 50/50. City staff said negotiators were unable to secure a 50/50 agreement and recommended the city proceed with the 60/40 split, noting the city’s historical funding posture in similar partnerships.

Council members asked whether the county had taken action. Staff reported the county introduced a corresponding resolution and had carried it over to vote later (the county resolution was introduced but the county would vote at a subsequent meeting). A councilmember said the city should “lead the way and not wait on the county.”

A councilmember asked whether state contingencies or Blue Cross Blue Shield rate provisions were conditions of the agreement; staff said these contingencies were included in the presentation and would be part of negotiations. City staff said an attorney working on the case would present next steps after the council acts.

No formal vote on the resolution was recorded in the work session; council members directed staff to proceed with placement on a future council agenda so the city can finalize terms and, if appropriate, act before the county vote.
