EDA approves $540,000 local match for company expansion tied to construction and performance milestones

The Albemarle County Economic Development Authority voted to approve a local matching agreement that will provide up to $540,000 from the authority’s economic development investment pool as the county’s share of a state incentive package for a private expansion.
The match is structured as three milestone payments: one when the company applies for a building permit for the new facility, a second when it receives a certificate of occupancy for that building and a final payment when the company satisfies its obligations under the Commonwealth’s agreement. The Commonwealth Opportunity Fund requires a local 1-to-1 match for the state award.
The expansion announced by staff will include about 201 jobs and approximately $200 million in capital investment. County staff said the bulk of the positions will be manufacturing roles and that the Commonwealth-funded incentive program will not support jobs that pay below the prevailing area wage; staff said the manufacturing positions discussed earlier in the local process had a minimum target wage of about $58,000 per year.
County staff told the authority the state agreement includes a performance deadline of Dec. 31, 2030, and described the local disbursements as tied to the same milestone framework rather than to a single lump-sum payment. Staff also said the local match does not include a callback provision: once a benchmark is met, the local payment is released.
During discussion, board members asked about local hiring requirements. Staff said the Commonwealth agreement requires employees be working in Virginia but does not specify a mileage- or residence-based hiring radius; some incentive agreements include workforce attestation letters documenting the proportion of hires from the local area, but the county’s documents for this deal do not impose a separate, strict local-hiring quota.
The authority moved to adopt the resolution authorizing the county to sign the state and local performance agreements and to provide the $540,000 match. The motion passed unanimously by the directors present.
The county packet included two documents: the Commonwealth Development Opportunity Fund performance agreement (between the Commonwealth, the state economic development body and the company) and the Economic Development Investment Pool performance agreement (the local match between the county and the company). Staff said the state agreement is the primary instrument that sets the performance requirements; the county is a signatory to that state agreement and will execute the local match agreement with the company.
Staff recommended the milestone structure as a risk-mitigation measure because it ties local payments to demonstrable project progress. They said the company expected to apply for building permits within months and that construction could last 12–18 months, with final performance likely completed within several years but not later than the state’s 2030 deadline.
The vote authorizing the agreements was recorded as a motion to adopt the resolution attached to the meeting materials, and directors present voted in favor by roll call.
A closed session later on the agenda covered confidential economic development negotiations for properties and performance agreements; the authority certified the closed session by recorded vote before adjourning.
