Harris County Flood Control: bond-funded program will increase inspections, add 'hot teams' for quick debris removal

Harris County Flood Control District staff told Northeast Houston residents that funds from a maintenance tax passed last November will be used to inspect channel infrastructure more regularly and to deploy rapid-response “hot teams” for small debris and erosion repairs.
“Those funds will have will allow us to do a couple of things,” said Jeremy Ratcliffe, precinct 2 coordinator for the Harris County Flood Control District. He described a new “access maintenance” program intended to move the agency from a reactive posture — responding to 311 calls — to a scheduled inspection and maintenance cycle across county channels.
Ratcliffe said the district has staffed up to meet the new work and that hot teams will be used for quick debris removal and other jobs that do not require contracting. He estimated the district was previously managing a backlog of roughly 200 deferred-maintenance sites and said the new funding will help reduce that backlog by enabling more frequent inspections and quicker responses for smaller jobs.
Residents asked how the district will ensure accountability for work ordered through the tax-funded program; Ratcliffe said the district will inspect and prioritize infrastructure needs and deploy crews as appropriate. No specific schedule of roadmaps or completion dates for particular channels was provided at the forum.
