"The purpose of today's public hearing is to obtain citizen views and comments on the Monroe County's proposed use of $663,596 in our fiscal year 20 25 community development block grant funding, including our entitlement allocations," Peterson said.
The RDA proposed splitting the total among countywide owner‑occupied housing rehabilitation and street and road improvements in two boroughs. Monroe County’s allocation would provide $325,061 for owner‑occupied housing rehabilitation to complete approximately 10 homes for low‑income homeowners at or below 80% of area median income (AMI). The RDA said the AMI for Monroe County is $104,400, which places the 80% threshold for a family of four at about $83,500. Program administration for the county portion was listed as $71,354, bringing Monroe County’s subtotal to $396,415.
East Stroudsburg Borough is proposing partial street improvements on Walnut, West Broad and Park streets, with $125,991 for construction and $27,861 for program administration (total $153,647). Stroudsburg Borough is proposing street work on McConnell Street for $93,098, with $20,436 for program administration (total $113,534).
The RDA said the public comment period for the grant submission will continue through Oct. 13, 2025. The county intends to submit an application to the Pennsylvania Department of Community and Economic Development for federal fiscal year 2025 CDBG funds on Oct. 31, 2025, and the Monroe County Board of Commissioners will consider a resolution approving that application at the board’s meeting on Oct. 15, 2025.

The RDA’s public notice describes the proposals and the schedule for submission to the state.
