The City of Eugene Intergovernmental Relations Committee on Oct. 1 approved a staff project to identify and reconcile inconsistencies between two adopted IGR policy documents and to recommend process improvements for testimony, letters of support and related administrative procedures.
Ethan (IGR manager) presented a project statement and timeline that calls for staff to work with the city recorder and assistant city attorney to catalog incongruencies between Resolution 4908 and Resolution 5387, identify process improvements, and bring draft language to the IGR committee for review. The project is scheduled to run from October 2025 through April 2026, with the aim of presenting final draft proposals to full council in late spring 2026.
Ethan said the review will use a color‑coded approach (minor edits, moderate changes and substantive changes) to give council a clear and digestible menu of proposed revisions. The IGR manager said the work will proceed concurrently with legislative season duties in January–March, and staff will return with proposed updates in November and December for committee consideration.
