Council approves planned‑development amendment for Club Car Wash at 2250 Cliff Road over traffic objections; 4–1 vote

The Eagan City Council on Oct. 7 approved a planned‑development amendment to redevelop the 1.1‑acre site at 2250 Cliff Road from a former fueling station to a commercial car wash operated by Club Car Wash.
City Planner Schultz described the proposal: the site would be accessed from Slater Road with two queuing lanes that merge to a single line and a total queuing capacity of about 21 vehicles from entrance to the dry‑vacuum area. The car wash building would sit at the southern end of the property with a central vacuum area; the applicant proposed three employee parking stalls and one accessible stall. The site contains a history of underground fuel tanks, so stormwater infiltration is prohibited and the applicant proposed a filtration system for stormwater quality.
Advisory Planning Commission members recommended approval with conditions, including maintaining three employee stalls plus one accessible stall. Several resident comments submitted to staff expressed concern about traffic at the Cliff/Slater intersection and about potential congestion. Michael Leidig, the applicant’s engineer, attended and said Club Car Wash’s existing location is performing well and the operator is eager to open a second site in Eagan.
Councilmember Hanson said he would vote against the project, citing a belief the property could be put to better use and noting he had opposed prior car wash proposals. "I have voted no on the prior car wash proposals ... I believe that this property could be put to better use," Hanson said. Other council members said the proposed use is consistent with the site’s automotive history and that traffic impacts do not appear to be materially different than the prior use.
Councilmember Fields moved to approve the planned‑development amendment subject to conditions in the APC minutes. The motion passed 4–1 with Hanson voting no. Conditions include required building and elevation refinements, landscaping and compliance with APC conditions noted in staff materials.
