Westminster council directs staff to draft resolutions: no position on Prop LL, support Prop M and support Adams 12 Issue 5B

Aaron Farritor, the city’s policy and budget manager, briefed council on the ballot measures and the city’s legislative-policy principles. He said staff had prepared a memo summarizing ballot language, links and local impacts and would return to the council with draft resolutions if the council wished to take formal positions. “Based on this direction, staff will return next week with resolutions for your consideration,” Farritor said.
Proposition LL (state statutory) would allow the state to retain and spend revenue that exceeds the estimate tied to a 2022 voter-approved limit; councilors varied on that measure and the council directed staff to take no position. On Proposition M (state), which would increase state income taxes on households earning $300,000 or more and use revenue for school meals and related programs, councilors ultimately directed support; several members cited the importance of maintaining school breakfast and lunch programs for students.
Council discussion on Adams 12 Issue 5B focused on the district’s need to retain teachers and avoid turnover. Several councilors said local students are affected by teacher recruitment and retention and supported the mill-levy override; one councilor expressed concern about district administrative pay levels and opposed the measure. The assembled direction was for staff to draft a supporting resolution for Issue 5B.
Councilors and staff clarified that the actions were direction to prepare formal resolutions and were not final ordinance or budget votes. Staff said the resolutions and final text would be returned at a future meeting for formal action.
