Administrators told the board that state guidance sets a long‑term target of 70 percent third‑grade reading proficiency by 2032 and that the district has interim, multiyear goals to put it on track. Staff said last year’s proficiency regressed from a prior gain and that the district is targeting 44.2 percent on the submitted report for the coming year while retaining a stretch goal of 46.2 percent discussed earlier in planning. Assistant (referred to in the meeting as) Mister Neil described a five‑year plan and credited investments in curriculum and intensive teacher professional development — specifically the district’s work with the science‑of‑reading program through an All Memphis partnership — for producing cohorts of students who have received the same curriculum in earlier grades and are expected to show improved outcomes.
Board members pressed staff on how projections are set, noting that each year’s third‑grade cohort is different and that projections must balance ambition and realism. Staff said they expect to see assessment results from fall benchmark (CASE) testing after fall break and that in‑year adjustments would be made based on data. The report also highlighted broader "ready graduate" measures — including ACT, dual enrollment and industry certifications — with a district target of about 60.8 percent for ready graduates; administrators said preliminary indications show growth in dual‑enrollment participation and other post‑secondary readiness measures. The district also reported a 92 percent graduation rate for the previous year in roll‑call comments.
Board member Cody Childress moved approval of the TISA accountability report; Barbara Halliburton seconded. The board approved the report by roll call.
Administrators emphasized that while the district has seen year‑to‑year fluctuation, sustained investments in teacher training, curriculum and targeted interventions are intended to accelerate growth toward state benchmarks. The board asked staff to return with updated assessment data once fall CASE results are available.
