Commission approves piggyback purchase order for AMI water meters

The City Commission on Oct. 6 approved a piggyback purchase order for approximately $4 million to procure advanced metering infrastructure (AMI) water meters, using a competitively awarded contract originally executed by another Florida city.
Utilities Director Vern Hall and General Manager Scott Woodard described the purchase as a piggyback procurement, an accepted practice in Florida that lets one public agency utilize another’s competitively awarded contract if specifications match and it complies with local purchasing rules. Procurement Officer Renee Hayes explained staff adapted the process so the purchase order serves as the contract for the city; she said this approach has been used previously.
Commissioners asked about the practice and were reassured it is commonly used for efficiency in utilities procurements. The motion passed unanimously.
