SFCTA approves $9.887M 2026 RTIP program, recommends MTC pick projects this cycle

The San Francisco County Transportation Authority on Oct. 7 approved the city’s program of projects for the 2026 Regional Transportation Improvement Program (RTIP), totaling $9,887,000.
Mike Bickford, SFCTA staff, explained RTIP funds are state-administered dollars programmed through the California Transportation Commission (CTC) and managed in the region by MTC. About $494,000 of the available funds are set aside for project-delivery oversight; the remaining roughly $9.4 million is available for capital projects.
Because the RTIP funds to be programmed are available in 2029–31 and the CTC requires a contract award within six months of the applicable funding year, SFMTA was unable to identify a project that met all timing and award requirements this cycle. SFCTA staff therefore recommended programming the $9,393,000 capital portion to MTC, with SFMTA given priority for the first $9,393,000 of the 2028 RTIP cycle, and equal priority with MTC for any remaining funds.
Commissioner Danny Sauter asked staff to clarify the timing and why SFMTA could not identify an eligible project; staff explained contractual timing requirements and project readiness issues. The board voted to approve the recommended program; the motion passed 8–0 with one commissioner absent. Final adoption by the CTC is expected in March following MTC and local approvals and the SFCTA submittal to MTC by Oct. 31.
