Council reviews finance department update; audit shows FY23 surplus of $508,000, item received and placed on file

The council received and placed on file the finance department update (25CO128) Monday after the finance director reported the FY23 audit had been completed and submitted to the state.
Councilman Kenoyer reviewed key audit findings and praised the finance directors work. Kenoyer said the municipal side ended FY23 with a budgetary surplus of $508,000 rather than a deficit that had been publicly reported during the prior administration. "On the municipal side, we had a surplus. We ended the year with a surplus, a budgetary surplus on a budgetary basis of $508,000," Kenoyer said.
Kenoyer also cited the audit regarding the certified tax levy paperwork: he said the then-tax assessor signed the certified tax levy in December 2022 but backdated it to June 30, 2022. "The certified tax levy was backdated ... she actually backdated it and said she signed it on June 30, which was a lie," Kenoyer said, referring to documentation discussed in the audit. He noted auditors had previously withdrawn because of concerns about backdated documents.
Finance director remarks: The finance director confirmed the FY23 audit was complete and said the office was reorganizing internal geography and communications (no immediate new hires were planned). The council thanked the director for completing the audit and for starting FY24 work.
Action: The council voted to receive and place the finance department update on file; 25CO128 was approved 5-0.
