Clark County lays out $19.8 million six-year stormwater capital plan, highlights Heritage Farm wetland work

Jeff, a county stormwater program staff member, presented Clark County’s proposed six-year stormwater capital plan for 2026–2031 during the Clean Water Commission meeting on Sept. 4.

The proposal contains 31 projects with a planned total cost of about $19.8 million, with the largest shares programmed for water-quality projects and capital repairs. “This year we had our busiest year ever and our largest budget ever for a single year,” Jeff said, summarizing 2025 work and progress on projects now in construction and design.

The plan emphasizes three priorities: capital repairs (defined as repairs costing more than $25,000 that must be funded from capital rather than maintenance), water-quality treatment projects targeting heavily developed basins such as Lower Salmon Creek, and a ramped-up reforestation program. Reforestation aims cited in the presentation are roughly six acres per year or about 30 acres every six years; staff said the next six-year plan aims closer to 40 acres.

Jeff detailed 2025 accomplishments that informed the new plan, including eight projects constructed or in construction (among them the large Heritage Farm wetland restoration), eight projects in design, and multiple internal major-repair projects completed by county crews.
