The Bettendorf City Council on Oct. 7, 2025, unanimously approved a set of traffic and parking ordinances, a resolution for the 2025 intake repair program and other routine business, and advanced an ordinance related to the I‑80 urban renewal area to a later final reading.
The actions affect on‑street parking and traffic controls on multiple local streets, lower posted speeds on two road segments and approve plans and contract documents for the city's 2025 intake repair program. Council members voted unanimously on every item recorded at the meeting.
Council member Jaeger moved approval of a resolution approving plans, specifications and form of contract for the 2025 intake repair program; the motion carried unanimously on a roll-call vote.
Council members also introduced and approved readings of multiple ordinances concerning no‑parking zones and intersections: a first reading to remove a no‑parking zone on Brentwood Drive; a first reading to remove a no‑parking zone on Mississippi Boulevard; and a first reading to remove a stop‑sign intersection on Mississippi Boulevard at 15th Street. All three passed their respective readings unanimously.
Separately, the council voted to waive the second and third readings of an ordinance reducing speed limits on Middle Road (from Hopewell Avenue to Indiana Avenue) and on Forest Grove Drive (Championship Drive to Competition Drive). Council member Palczynski moved the waiver; the motion passed unanimously, making the subsequent ordinance the first and final reading. The council then approved the ordinance at final reading, again by unanimous roll call.
The council advanced an ordinance concerning the I‑80 urban renewal area'which provides that certain property taxes within the I‑80 urban renewal area be paid into a special fund to pay principal and interest on indebtedness incurred by the city under the amended and restated plan. That ordinance was approved at its second reading and will return for a third reading; council members noted the item has appeared at prior information meetings and in committee of the whole.
Council member Brown presented and the council approved the third and final reading of an ordinance adding a no‑parking zone on Rainforest Drive and the third and final reading of an ordinance adding a yield at Blackberry Lane at Lakeview Court. Both final readings passed unanimously.
The consent agenda was approved unanimously. Councilor Palczynski asked about an item removed from the consent agenda (identified on the meeting agenda as letter N). City staff explained the item was removed earlier in the week because additional FEMA background work related to moving a house from a backup list to an active list had not yet been completed. "There's some FEMA background work that has to be done that's not being done right now," a staff member said. When that work is completed the item will be returned to the agenda.
The meeting concluded after the council approved the consent agenda and moved to adjourn.
