The Camas Planning Commission voted to recommend approval of a preliminary condominium plat that would divide a commercially zoned parcel near 100 West 200 North into 30 commercial condominium units for lease or sale.
Planning staff Jill told the commission the site plan previously approved on May 6 had not been altered and that, per the city engineer, conditions set by the site-plan approval had been met. "The business park is intended to provide professional offices/slash storage space," Jill said, clarifying that the code allows nonresidential condominiums and that the use is allowed in the general commercial zone.
Neighbors raised questions about the word “condominium” and whether the units would be sold or retained by the developer. Applicant Rick Brayton explained the intent is to provide small, affordable commercial spaces for lease or sale; he said marketing indicated some buyers will want to lease-to-own. "Our intent is to have this as a successful project, so it's for sale or lease," Brayton said.
Commissioners and staff also discussed utilities and site logistics. Scott (city staff) noted the original site plan called for separate water meters to each building but that the current plan’s subdivision into more units meant the construction plans needed to be updated. Scott said the applicant agreed to provide meters and submeter lease spaces as appropriate.
A commissioner moved that the planning commission recommend approval of the preliminary plat with the specific condition that construction plans be updated to include separate water meters and sewer laterals to each unit prior to final approval. The motion carried on a roll-call vote; commissioners recorded multiple yes votes and the motion was adopted.
The condition will be enforced before final plat approval; staff will verify that construction plans include separate meters and sewer laterals for each condominium unit as a prerequisite to recording the final plat.
