The St. Francois County Commission voted Oct. 7 to disburse $13,830 from the county emergency reserve to the Park Hill Senior Center to cover a shortfall in meal and operating costs.
Commissioners and staff described the county’s annual $50,000 emergency set-aside, historically used for capital emergencies such as freezer replacement or structural repairs at senior centers. Commissioners said the Park Hill center’s recent shortfall stems from higher weekly meal costs and operational pressures tied to inflation. "The major part of this funds is not for emergency. It's for operational," a commissioner said during the discussion, noting the difference between one-time capital needs and recurring operational budgets.
Commissioners repeatedly urged the senior center and its board to address recurring operational deficits through their budget process rather than relying on the county emergency reserve as an annual stopgap. County staff reported that approving the one-time transfer would leave about $37,000 in the emergency fund.
A motion to approve the $13,830 payment was made, seconded and carried by voice vote. Finance staff were directed to process the disbursement.
