Board approves FY25 appropriations including school nutrition carryover and grant spending

The New Kent County School Board on Oct. 7 approved fiscal-year 2025 appropriation items presented by finance staff, including adjustments for school nutrition services, grant carryovers and other operating balances.
Finance staff explained the school nutrition fund maintains a limited allowable fund balance under state rules (presenter said the program is limited to roughly three months of expenses). Staff told the board that, when the program runs a surplus, state rules require a spending plan to reduce the balance over time; the division proposed equipment and operational uses, including automatic doors at the high-school cafeteria and emergency generators, as appropriate spend-downs tied to operations and safety.
The board also approved carryover and spending on a variety of grants: a school-based mental health calendar-year grant, school safety and security funding received in June, Title I carryover costs, and previously received federal funding that had to be spent within a three-year period. Staff said these appropriations reflect year-end accounting and the division’s plan for planned uses.
The appropriation package passed by unanimous vote. Staff said they would return with detailed reconciliations as needed and that some items will be moved into the general fund for ongoing maintenance work.
