TxDOT outlines Texas–Mexico border transportation master plan update and schedule at Brownsville kickoff

TxDOT officials briefed the Brownsville City Commission on Oct. 7 about an update to the Texas–Mexico Border Transportation Master Plan, which was last adopted in 2021 using 2019 data.
Andrew Cannon, director of freight international trading connectivity for TxDOT, and project manager Sergio Vasquez said the update will reassess needs across the border region — including mobility, multimodal connectivity, safety and asset preservation — and will extend the planning horizon to 2050. Vasquez said the previous plan identified 661 projects with a total need of roughly $37.4 billion across the border region, and TxDOT has since advanced dozens of projects with hundreds of millions in current construction and fully funded projects.
Vasquez presented county‑level changes since 2019 for Cameron County: northbound passenger crossings rose from 4.5 million to 4.8 million (a 6.6% increase); trade value grew from $17.3 billion to $20.0 billion (15.6% increase); and northbound truck crossings increased from 288,000 to 304,000 (about 5.6%). He said the update will refine forecasts, reassess programs and projects from the 2021 plan, and strengthen an implementation roadmap.
TxDOT said the update includes binational working groups, public meetings and stakeholder interviews, with a schedule that began in July 2025 and foresees a plan adoption in January 2027. The agency encouraged local officials and the public to review TxDOT’s project tracker for current projects and funding details.
