Council approves outside counsel to review Metro environmental documents, asks staff to explore shared representation with Lawndale

The Redondo Beach City Council on Tuesday approved an agreement with Coast Law Group LLP to provide legal services for issues related to the Metro South Bay environmental review, while directing staff to explore sharing counsel with the city of Lawndale and to pause substantive work until that coordination is resolved.
The council’s approval came after about 40 minutes of debate over cost-sharing and strategy. Council members said they wanted counsel in place quickly so the city would be represented in potential challenges to Metro’s final environmental impact report (FEIR), but several members also asked city attorneys to check whether sharing counsel with Lawndale would reduce litigation and expert costs.
City attorney Joy Ford told the council staff had identified Coast Law Group as a qualified firm that could take over environmental and litigation support after prior counsel withdrew. Council discussion focused less on the firm’s qualifications than on the best strategy: hire independent counsel now so the city is represented, or pause and try to adopt Lawndale’s counsel if the other city will waive conflicts and accept a joint arrangement.
Public commenters urged both approaches. Some residents and stakeholders supported teaming up with neighboring cities to share expense and technical experts; others urged the city to secure counsel immediately so it would not be caught short if Metro’s board moved quickly.
Councilmember Chadwick Castle moved the staff recommendation to approve the agreement, including direction that staff coordinate with Lawndale and halt billable work until the question of shared counsel was resolved. The motion was seconded and passed by voice vote: four ayes, one abstention.
The agreement places Coast Law Group on the city roster for environmental and litigation work related to the Metro project. Council members said they expect the city attorney’s office to return with a recommendation and any conflict analysis within weeks, and to report back if Lawndale’s counsel is available for a joint representation arrangement.
The council’s action does not itself launch litigation; it authorizes the city to retain counsel and coordinate strategy for upcoming Metro decisions.
Why it matters: Metro’s South Bay alignment and station siting have potential land-use, traffic and property impacts in Redondo Beach. Having counsel in place gives the city timely access to environmental and legal analysis if the municipality wants to challenge or negotiate mitigation in the FEIR.
What’s next: Staff will continue outreach with Lawndale and report back to the council on conflict waivers or a recommended path forward. If the council decides to pursue a joint representation, staff will present required legal analysis and, if necessary, a closed-session report on conflicts and litigation strategy.
