Housing ad hoc committee recommends funding for three multifamily projects including CalRecovery and Healthy House

The county’s housing ad hoc committee recommended awards for three multifamily or housing-support projects on Oct. 7 and sent two other projects back for additional scoring.
Housing Director Mary Baukema told commissioners the committee recommended: up to $300,000 to Healthy House for fire-suppression work and related site work at 3625 Douglas Ave. (a shared supportive housing site that serves women in recovery); up to $500,000 to Edison Community Partners for bricks-and-mortar work on the CalRecovery project (a 48-unit permanent supportive housing development in the Edison neighborhood targeted to participants in problem-solving courts); and $450,000 to Hope Through Navigation for phase 2 of a tiny‑house project subject to property purchase and updated bid and pro forma materials.
Baukema said CalRecovery had layered financing and multiple earlier approvals but needed timely environmental clearance to close on project financing targeted for January 2026. The committee postponed scores for BN Burdick and the Cedar Street Apartments and plans to reconvene and bring those recommendations forward in December.
Commissioners and staff emphasized the importance of closing financing for CalRecovery to maintain momentum on permanent supportive housing and to preserve the county’s commitment to housing and behavioral health interventions.
The committee’s recommendations will be transmitted to the full board for final consideration. Commissioners asked staff to continue diligence on contingencies and project milestones, especially for CalRecovery and the Hope Through Navigation tiny-house build-out.
