Uintah County Library named Utah Quality Library; commissioners ratify foster-grandparent MOU

The Uintah County Library was recognized by the Utah State Library on Sept. 26, 2025, as a Utah Quality Library for 2024'025, officials told the Uintah County Commission during the Oct. 14 meeting. County presenters said the library exceeded the State Library's quality criteria for community outreach, staff development, performance benchmarks and programming.
Karen England, presenting on behalf of the library, outlined services and usage statistics that officials said supported the designation. The library reported offering 953 programs during the year with a total of about 32,000 attendees; circulation of more than 218,000 physical items and roughly 108,000 digital items; roughly 70,000 visits in 2024; 22 staff members; and 155 volunteers who together contributed about 940 hours. Staff also reported filling 14,201 holds and engaging in interlibrary loan and consortium sharing with neighboring counties.
During the presentation, England asked the commission to ratify a memorandum of understanding (MOU) between the library and the Uintah Basin Association of Governments for the foster-grandparent program and to approve a blank template so future agreements can be handled administratively. The commission approved the MOU and the template during the meeting.
Library staff noted outreach plans including expanded bookmobile services and community distribution of monthly calendars and flyers; they discussed working with local programs such as Meals on Wheels to deliver printed materials to homebound patrons. The MOU had been reviewed by county staff, including Deputy Clerk Lauren (last name not specified in the record), and the county approved the ratification and administrative handling as presented.
The library asked residents to visit and make use of services, and highlighted upcoming events including a Halloween "Trick or Treat" through the courthouse and other seasonal programming.
