Wakulla County commissioners authorized the county administrator to terminate negotiations with BDI over a design-build package for a project in Opportunity Park and to proceed to the second-ranked respondent to the county’s RFQ if terms cannot be agreed upon.
County staff said negotiations with BDI had stalled on key commercial terms. The board voted 5-0 to allow the administrator to end talks and engage the second-place proposer if necessary. The motion was introduced and seconded during the meeting; a commissioner noted the item was not on the printed agenda and that the board must record a unanimous vote for non-agendized action. The vote was unanimous.
The action gives staff conditional authority to continue procurement work without requiring the board to return to reopen negotiations if talks with BDI fail.
Staff will report back to the board on progress, and any contract award to the second respondent still must meet normal procurement and contracting rules.
