The Wakulla County Board approved a professional funding agreement with Point Blank Enterprises that covers costs for a design-criteria professional associated with an economic development incentive (EDI) agreement.
Staff told the board the agreement states project design-criteria costs will initially be covered by the county and reimbursed from grant funding awarded to the project; if grant funds were clawed back, the contractor (Point Blank) would be required to reimburse the county. The agreement also requires the parties to negotiate an EDI agreement setting terms for property acquisition, facility design, financing, construction, operation and lease to the company.
A motion to approve the agreement passed with an affirmative vote; the chairman recused himself from the vote, citing that his employer sells products manufactured by Point Blank Enterprises. "I'm recusing myself because of the company I work for sells products that are made by Point Blank Enterprises," the chair said. The board recorded the motion as passing 4-0 with one recusal.
Staff will proceed to finalize the agreement language and return executed documents to the board as required under county contracting procedures.
