City Council opened a public hearing Oct. 20 on a request by West Wind Construction for a Commercial Rehabilitation Act exemption certificate for a proposed 45-unit residential building at 1445 Columbus Street.
City staff said the site is within the Beechtree Corridor rehabilitation district established in 2023 and that the developer proposes demolishing two existing commercial structures and building a single market-rate apartment building. Dana, a city staff member, told the council that Plant Moran reviewed the developers materials and concluded the project would show a little less than a 6% return with a debt-service-coverage ratio of about 1. Plant Moran recommended reconfirming the sponsors budget before the city issues any incentive because the consultant judged the project not feasible without the requested support.
The city opened the item for public comment. Mike Weaver, a Grand Haven resident, urged the council to reconsider tax abatements for market-rate projects and linked concerns about affordability to broader community trends, saying the city has lost a large number of public school students over the past decade and warning that developer subsidies amount to a "bailout" for projects that are already profitable. Weaver said some properties proposed for abatements are not poorand criticized using city incentives on rental projects he does not consider affordable housing.
Dana told the council the developer is preparing updated budget numbers and staff will make those available; the city will review the revised figures before any incentive action. No council action was taken at the Oct. 20 meeting; staff and the developer will return to council with final financials and any formal recommendation at a subsequent meeting.
Next steps: staff will collect the developers updated budget and the city will not issue the exemption certificate until the outstanding financial clarifications are received and reviewed.
