The Board of County Commissioners on Oct. 7 approved a budget amendment to accept additional Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant funds and to reimburse a homeowner for increased costs on an elevation project at 2903 Beach Drive.
Cara Buckmaster of the Department of Public Safety’s Emergency Management Division explained that the county is a sub‑recipient of a FEMA Hazard Mitigation Grant, with Maryland Emergency Management as the award recipient. The county temporarily forward‑funds the federal share and requests reimbursement as expenses are incurred. The elevation work at 2903 Beach Drive was awarded in 2017 with an original approved budget of $129,788.25; due to rising supply and labor costs the work exceeded that budget. FEMA approved a revised project budget increasing the total to $302,101.45 and agreed to contribute an additional $172,313.20; the homeowner will be responsible for an additional $67,017.66.
Commissioners were told the physical elevation for the property is complete and the budget amendment (BA 20 26‑0141) reflects FEMA’s additional federal grant funds to reimburse the homeowner. Emergency Management staff said other mitigation and elevation projects remain in the county, and eligibility for future funding is competitive.
The board voted to close the public hearing record and adopt the budget amendment; the motion carried by voice vote.
